Luadch DHT Blocker 0.1 (english version)

Here is a translated version from this script.
Changed the text that gets send to the blocked user
to make sure that the user understand why he got disconnected
(and to correct some wrong infos in the german text).

adrian_007 if you have a public hub then DHT might be usefull
but when you run a private hub like i do then you proberbly dont
want any clients on the hub that have DHT enabled cause with
DHT enabled clients the hub wouldnt be private anymore.

I second that sentiment.

I run a private LAN hub where internal traffic is free. Privacy is not our main concern: the unannounced addition of DHT to various clients caused people to share externally without realising, and caught the attention of long arm of the computing department, and the accountants.

IMHO, DHT should not have been enabled by default upon upgrading but I cant really fight that point.
